Field Programme Officer (Biratnagar)

  • As a member of the Swiss Embassy programme team and under the supervision of the Programme Management Specialist (Team Leader), the Field Programme Officer (FPO) shall be responsible for Maintaining regular dialogue with State1 Gavermment (including OCMCM, other ministries, Municipalities and Palikas) and find space to advise them to implement its reform agenda and in particular to assist the government in developing the capacities required for the implementation of their Master Plan and Periodic Plan and the alignment of SDC projects in these plan, including the deep and comprehensive understanding of the functioning of the provincial and local government as per the constitutional provisions.
  • Maintaining regular contacts and dialogues with the local governments of State 1 assisting them in their functioning and upon request provide support/coach them as necessary.
  • Maintaining regular contacts and dialogues with the Provincial Assembly and Provincial Coordination Council (PCC) and state chapters of local governments associations (NARMIN and MUAN) in its functioning and advice in the implementation of its decisions.
  • Proactively obtaining information, monitoring, reviewing and critically analyzing current context and trends in the functioning of the local governments, implementation of federalisation, evolution of political and inclusive development matters, work out background analysis (including transversal themes: Gender and Social inclusion and Human Rights Based Approach) and inform responsible collaborators in the Embassy/SDC Kathmandu.
  • Contributirg in achieving the over-arching outcome of SWISS strategy especially in the field of federal state building.


Required Technical Competence

Master's degree in publlic Policy or Law, Political Science, Sociology, Economics, Development Studies, or other relevant fields; At least 2 years' experience in practical development work in the areas of decentralization and local governance, including extensive field exposure; High Proficiency in spoken and written English and Nepali; In-depth understanding of current issues related to political transformation, poverty, inequity and social and economic challenges in Nepal, constitutional provisions in the functioning of the country, especially that of the State Government and Local government.

Required Methodological and Social Competence

High levels of energy, initiative and flexibility in quickly adjusting to changing work program requirements; Ability to juggle numerous competing demands and priorities, respond quickly to internal and extenal client requests, and set priorities; Very pronounced analytical and conceptual thinking, and the ability to capture it in clearly and logically in writing; Keen aptitude to learn; Proven facilitation, moderation and presentation skills, Able to define clear objectives & priorities; Able to work independently and under pressure and willing to take initiatives & accept a wide spectrum of tasks; have demonstrated leadership and managerial competencies; capable to work in a multicultural team; sensitive in areas of gender and social inclusion; abie to deal with criticism and conflict; have client-orientation and able to network & negotiate; have a good understanding of the national context.
